[server] vsftpd Solution topic

I am pretty new to linux and could use some help. I'm using Ubuntu server 14.04 LTS. I work for an adult mental health facility and we need to find a way to allow clients to access their records (It has to do with Insurance and lawyers ). Anyway, One option I have looked at is vsftpd. From what I know it seems like the best option because of it's security. This has to available to the outside world, so the server will be in our DMZ. Currently I am testing from my test environment and am having challenges. From a management standpoint, the request for access will come to our medical records department, they will gather all the data and format it into pdf.

Here's what is required for clients...

  1. username/password authentication
  2. Confined to one directory
  3. Only download, no upload
  4. SSL

Here's what I would like for Medical Records Staff...
  1. Ability to Create accounts
  2. Ability to set client credentials
  3. Ability to upload files to the clients directory
  4. simple and easy to use Web based / client based administration would be best

Is this possible? Any and all suggestions are appreciated!!

Scott
