[server] Web Tools for vsftpd topic

Hello everyone!! I'm pretty new to Linux. I need to set up a secure ftp server for clients to download their medical records. It looks like vsftpd is a good option for what I need, but I need a little guidance. I'm using Ubuntu 14.0.4.1 LTS. I have installed vsftpd with no issues at all. I'm looking for web interface options... Once the client has made a request Medical records will compile all of the data into pdf, so I'm looking for a way that they can easily create the clients user account, password, create home directories, etc... from a web console if possible. Webmin seems to be pretty popular, but I want to dumb it down for the staff so they only access what they need in order to complete the task.
