Ship with third-party headers or install -dev package on installation topic

I'm kinda new to this package installation stuff and have a question about providing a package

In order for my application to compile I need to have the header files present for some other packages... My question is; should I install the various -dev required packages before compiling, or should I package my source with the third party headers?

...or something else?
