I recently installed FatRat from the Ubuntu 12.04 LTS software center, and I am having problems with it ignoring my attempts to throttle the download speeds. Every time I start a new download, a small window appears for me to paste in a source URL, and to set speed limits, and the limits are ignored. I can create a queue, with a name, and set speed limits there, as part of the queue properties, but that still guarantees nothing. If I set a queue speed limit, then add a URL to download, and also set a speed limit in the same popup window the URL gets pasted into, then and only then do I see the download being throttled down. Is that the way it is supposed to work?
